Is there a program that i can install that can receive Citizens Bands Radio signals threw the internet form a cb repeater and send them
so i can talk to someone with a cb radio if i don't have one

there are none that I know of for CB use... at least not in North America as in the US and Canada it's technically illegal on 27 mhz cb.
Amateur radio is the only way I know and requires a ham license to operate. EQSO.org and echolink.org are two ham radio computer based programs I know of.

nope not gonna happen, you need an antenna to transmit and recieve, The internet and CB radio freq's arnt going to mix, so you will be needing an antenna of some sort, so if you were going to install an antenna and figure out how to get your computer to act as the radio (which is probably possible) youd be able to spend an additional 30 bucks on a radio from wallmart..... if its the antenna thats a problem, if you want they have internal antennas for inside the house.
