I have a set of cobra walkie talkies, and I was looking at getting a cobra CB radio, but i was wondering...could the person using the CB radio talk to someone who is using the two way walkie talkies, if they wer eon the same channel?

Not with those walkie talkies.
They have 8 PMR and 83 DCS channels - which are not compatible with any regular CB radios, including cobra.
Todays CB's have 40 channels in the HF band (in the USA) - those walkies are in the UHF band - totally different.
If you also want a walkie talkie to work with a cobra CB, may I suggest the Cobra HH 38 WX ST 4-Mile 40-Channel CB Radio.

What frequency are the walkie-talkies? Cobra makes FRS/GMRS walkie talkies, they are very tiny and the frequency is in the range of 470MHz.
A CB radio's frequency is in the 28MHz band. It would only talk to a walkie-talkie that is also in the CB radio band, regardless of brand.
The channel numbers mean nothing. Channel 1 on CB is not the same as channel 1 on FRS/GMRS radios.
