Getting FM licence in india is little bit difficult and it is slightly easier too. FM broadcasting is categorised as per your requirement and area in km you wish to cover. If you wish to start commercial FM channel then it will cost you accordingly you city and frequncy . Indian government grants licence to cities which are at district level. Govt. Offers 2 to 5 frequencies to small cities like baroda, kolhapur etc. And upto 20 frequencies to metro cityz. In metro you can get commercial licence in approx 75 to 90 lac rupees and at district level it may cost above 50 lac also you need to follow heavy rules and moderations of gov authorities thats why this process is difficult . You can get public service station licence at free of cost but you cant broadcast music/adverts/news etc on such channels hence its easier too. Also in india news and current events broadcasting vai FM is not allowed to any private FM radio station.

Some of the existing FM radio stations are not doing very well. You can try to acquire them and turnaround their fortunes. By the way you may have to invest a fortune of your money for deal.
