All 3 bands seem to pick up the same stations, on the same frequencies, and as far as I'm aware with the same sound quality. So what's the difference?

Depending on how many presets you have, you can set that many stations. Lets say it a car radio and it has 6 buttons to set for different stations, then you can preset 18 different FM radio stations on it, 6 on FM1 and so on

Dear sir,

FM1 ,FM2 FM3, is to increase the memory of your Radio set. Say there are 18 stations (Radio Station ) in your area but Radio Set has 6 buttons i.e. 6 stations it can memories. However the balance 12 stations can be memorized in FM 2 and FM 3 having each FM six stations in memory. Therefore all the 18 stations can be selected with in one of the FM bank i.e. FM1, FM2 or FM3. Race being the same but scooter has three gears.

What device?

My guess:

You have a device with pre-tuning, with several stations that can be tuned against each of FM 1, 2 & 3 - it's just giving you more pre-tunes. I've had a radio like that in the past.
